From discussions I've had with some materials guys, they indicated that for building structures, even those located in cold arctic type environments, A36 and A992 steels behave adequately under the typical AISC specification provided that close attention is given to their Charpy notch toughness tests which is typically called a Charpy V Notch or CVN for short.

In looking at the AISC Manual, the tensile strength for A36 steel varies from 58 80 ksi. Further, the yield strength is specified as 36 ksi. In some limited research, it appears as though the tensile strength variation is a result of temperature and strain rate, although I can't find anything definitive.

The maximum allowable stress would be based on the allowables permitted by the applicable design code.
